Board Members

Dale L. Ross, President, is a licensed real estate broker for more than 30 years, and is licensed in Maryland, Virginia and the District of Columbia. Past President of both the Maryland Association of REALTORS® and the Greater Capital Area Association of REALTORS®, Mr. Ross founded MRIS, a statewide multiple listing and technology system, in 1994 and served as its chief executive officer. Mr. Ross is currently serving on the National Association of REALTORS® board of directors and has held that position for 15 years. In 2001, he received the Maryland Lifetime Achievement Award. Mr. Ross is President of RxEnvironmental, Inc., a national environmental consulting firm.

Ilene S. Kessler, President-Elect, has been a licensed real estate practitioner for over 20 years and is part of a dedicated three-person broker team with RE/MAX Advantage Realty in Columbia. She is the 2006-2007 President of the Maryland Association of REALTORS®, and past president of the Howard County Association of REALTORS®. Ms. Kessler, who was named 2001 Maryland REALTOR® of the Year, was a member of the Governor's Housing Commission in 2004 and has been a volunteer for housing-related and other non-profit charitable efforts for 30 years. She has a B.A. from the UMD and an M.A. from the College of New Jersey.

Steve M. Fox, Secretary, has been a real estate licensee for 20 years. Past president of the Frederick County Association of REALTORS® (FCAR), Mr. Fox serves on FCAR's Revolving Loan Fund Committee and on the National Association of REALTOR®'s Housing Needs Committee. He is a board member of the Frederick County Parks and Recreation Commission and the Chamber of Commerce. Mr. Fox is broker owner of Fox Realty, Inc./GMAC Real Estate.

Ronald P. Deem, Treasurer, has been a licensed REALTOR® since 1973. He practices commercial real estate with Coldwell Banker Residential Real Estate in Annapolis. Mr. Deem is past president of the Prince George's County Association of REALTORS®, and member and past chair of the National Association of REALTORS® Commercial and Regulatory Subcommittee. Mr. Deem was 1993 Maryland REALTOR® of the Year.

Robert A. Goldberg, Director, is the President and Chief Executive Officer for the REALTORS® Information Network (RIN), a for-profit wholly owned subsidiary of the National Association of REALTORS®, the nation's largest professional trade organization. Additionally, Mr. Goldberg serves as the Senior Vice President for Marketing and Business Development, which is responsible for all aspects of NAR's Strategic Partnerships and Marketing. Prior to joining RIN and NAR, he was Senior Vice President with PRC Realty Systems, the nation's leading provider of computer-based real estate information systems. Mr. Goldberg holds a Bachelor of Arts degree from the University of North Carolina-Chapel Hill and he has served as president of several homeowner associations.

William J. Neary, Director, a practicing REALTOR® for over 20 years, is Vice President of Business Development for his own realty firm in St. Michaels. He is a past president of the Maryland Association of REALTORS® and the Partnership for Housing Foundation. Mr. Neary retired from a career in the U.S. Public Health Service in 1984, and is active in a wide variety of community-based organizations.

William J. Armstrong, Director, licensed for more than 20 years, is a REALTOR® with Coldwell Banker Residential Real Estate in Frederick. Past President of the Maryland Association of REALTORS® and the Frederick County Association of REALTORS®, Mr. Armstrong serves on the advisory board at Johns Hopkins University for its Masters Program in Real Estate. He is a member of the Rotary Club of Frederick and has served on their board of directors.

Rochell Brown, Director, has extensive experience in the housing and community development field in Maryland. He has held positions with the Enterprise Foundation, Howard County government, RBA Engineers and the National Association of Home Builders. Mr. Brown is a housing development consultant and a REALTOR® with RE/MAX 100 Real Estate in Columbia. Mr. Brown holds an M.S. in Urban Studies from Trinity University in San Antonio, Texas.

Louis J. Costanzo, Director, has been a mortgage banker for almost 20 years. He holds the Certified Mortgage Banker (CMB) designation, held by less than 2 percent of the nation's mortgage bankers. Mr. Costanzo serves on the Education Committee and Emerging Markets Task Force for the National Mortgage Bankers Association. In 2004, he received the President's Award from the Maryland Association of REALTORS® for outstanding leadership and dedication to the real estate industry. Mr. Costanzo is CEO of Brightview Mortgage, Inc.

Iona C. Harrison, Director, is a broker with Realty Executives/Main Street USA in Upper Marlboro. She is past president of the Prince George’s County Association of REALTORS® and their REALTOR® of the Year in 2003. She is the 2006-2007 Secretary of the Maryland Association of REALTORS® and serves as Chairman of the National Association of REALTOR®'s Housing Needs Committee.

Alan R. Ingraham, Director, is Senior Vice-President for First Horizon Home Loans in Baltimore. He is 2005 President-Elect of the Maryland Association of REALTORS® and past president of the Greater Baltimore Board of REALTORS® (GBBR). Mr. Ingraham is a long time volunteer for Habitat for Humanity, participating in dozens of builds across the state. He has previously served on the boards for the Greater Baltimore Medical center, Kennedy Krieger Institute, The Maryland Arthritis Association and The United Way of Central Maryland. Mr. Ingraham currently serves on the Board of Directors of the GBBR Foundation.

William L. Yerman, Director, is an attorney and instructor in real estate law. His affiliations include Maryland Land Title Association, Junior Achievement and the Greater Baltimore Committee. He is the incoming President of the Greater Baltimore Board of REALTORS® (GBBR) and is on the Board of Directors of the GBBR Foundation.
